Notes:
When a Concern arises, it is the job of the Reviewer to try to understand it, then write it down. The first draft of a Concern is almost always wrong.
But after a few steps of circulation around peers, the progressive clarifications make sure that it is not wrong for long. 
We find that a Concern fully clarified, is very easy to resolve. 
Consensus is sought everywhere and while it's something that we never expect to achieve, it's the 'airing' of the project's workings that keeps it healthy.
